Part I - Canada's Draft National Implementation Plan for the Stockholm Convention

Preface

This document is Canada's draft National Implementation Plan (NIP) under the Stockholm Convention on Persistent Organic Pollutants. It includes a review of current and proposed actions related to Canada's obligations under the Convention (Part I) and Canada's National Action Plan (NAP) on Unintentionally Produced Persistent Organic Pollutants (Part II).

Canada signed and ratified the Stockholm Convention on May 17, 2004 and, under Article 7 of the Convention, is obliged to submit a National Implementation Plan before May 17, 2006. In advance of this date, Canada has prepared this draft NIP (including the NAP) for review and consideration by Canada's stakeholders and, more broadly, as an information piece to Parties to the Stockholm Convention and observers who will be attending the first meeting of the Conference of the Parties (COP-1), to be held in Uruguay in May 2005. Canada proposes to complete the NIP after COP-1 and before the deadline of May 17, 2006.

Before preparing this plan, and in the winter of 2004, Environment Canada consulted with stakeholders and solicited their advice on the development and content of the Plan, electronically and in three public workshops, held in Edmonton, Alberta, Dartmouth, Nova Scotia and Gatineau, Quebec (the National Capital Region). In February 2005, a draft NIP was completed, discussed with and revised on the basis of comments from federal government departments and provinces and territories. It was made available to stakeholders and the public for comment and a focused consultation session was held in Ottawa , Ontario (the National Capital Region). Over the next year, Canada will review the comments made in response to the draft and revise it as appropriate. Before submitting the final NIP to the Conference of the Parties, the Government of Canada will solicit additional public input. Comments from other Parties to the Convention and others interested in the nature and purpose of NIPs are welcomed.
